PROBLEM TO BE SOLVED: To prevent one caller from being emotionally disturbed (to prevent a sense of uneasiness or stress) by response delay of the other caller while the callers perform telephone call with each other. SOLUTION: A silent interval detecting section 231 monitors whether or not there is the utterance of a telephone-call partner to detect a reproduction situation of the utterance of the telephone-call partner. When it is determined that the utterance of the telephone-call partner ends, by starting a timer to monitor whether or not there is the utterance of a user by referring to a utterance voice signal sent from a utterance detecting section 220, a utterance situation of the user is detected. When the utterance of the user is not detected even in the lapse of a predetermined time (e.g., five seconds) as the time measured by the timer, the silent interval detecting section instructs an automatic response message creating section 232 to create an automatic response message, and the automatic response message creating section creates a voice message for notifying the telephone-call partner about delay of a response of the user to transmit the voice message to the telephone-call partner.
