PROBLEM TO BE SOLVED: To provide a charging cable and a charging system, capable of achieving a configuration that electric power is supplied from an external power source to start the charging of an energy storage device under the condition that a plug is inserted into a receptacle. SOLUTION: The charging cable includes a receptacle side plug 11, a connector side plug 12, a power supply side wire 13, a grounding side wire 14, a reference wire 15, a power supply side relay 16, a grounding side relay 17, and a voltage detection unit 18 which outputs a detection signal according to a potential difference between the reference wire 15 and a receptacle side 13A which is a portion positioned between the receptacle side plug 11 in the power supply side wire 13 and the power supply side relay 16. If the voltage detection unit 18 outputs a detection signal when the potential difference is less than a predetermined value, the power supply side relay 16 and the grounding side relay 17 are opened under control by a vehicle 200 side, and in the other cases, the power supply side relay 16 and the grounding side relay 17 are closed under control by the vehicle 200 side.
