PROBLEM TO BE SOLVED: To accurately determine a deterioration state of a roll member in a section where a recording material is fed from a storage part to a latter stage side device. SOLUTION: A paper sheet movement amount detection part 11 detects a movement amount of a paper sheet moved by the roll member of a paper feed mechanism part for each measurement interval, a movement amount calculation part 16 calculates a movement speed based on the movement amount data of each measurement interval, a movement amount storage part 17 accumulates the movement speed data while associating the data to feed amount data (a number of fed paper sheets), a deterioration state value calculation part 18 leads out a deterioration prediction curve (the relational expression between the number of the fed paper sheets and the movement speed) based on the accumulated feed amount data and the movement speed data, and calculates back the movement speed by collating the number of the fed paper sheets at the moment with the deterioration prediction curve, and a deterioration state determination part 19 determines whether the calculated back value of the movement speed exceeds the deterioration threshold or not, and a notification part 20 notifies that replacement of the roll member of the paper feed mechanism is necessary when the calculated back value exceeds the deterioration threshold.
