PROBLEM TO BE SOLVED: To provide a telephone line connection system, a telephone line connection method, and a program, capable of attaining both of extension connection and general telephone network connection in an IP network. SOLUTION: In the IP network 9, an IP converter 3A transmits an extension connection permissible signal which notifies that input of an extension number is permitted, receives a destination extension number, or transmits an outside line connection permissible signal which notifies that input of an outside line number is permitted, receives a destination outside line number, generates a call connection signal in which the received destination extension number or the destination outside line number is set, transmits the call connection signal to an application server 5A, and the application server 5A converts the destination extension number and a destination outside line number with an identification number into telephone numbers of "0A-J".
