PROBLEM TO BE SOLVED: To support trouble investigation when an abnormality occurs in a component of a system. SOLUTION: A classification part 61 extracts a combination of two components where an abnormality occurs and which have a relation in reference to configuration information 21 indicating a relation between components constituting a network and an abnormality history 51 that is the history information of the abnormality having occurred in the component. The classification part 61 classifies the kind of the component that is a source of the combination and the kind of the component that is a target as a candidate of a relation class indicating the relation of the components where the abnormality propagates about the extracted combination of the components. A totaling part 62 totals results of the classification by the classification part 61, and obtains the appearance number of the candidates of the relation class. A relation class determination part 63 determines the relation class indicating a propagation direction of the abnormality between the components of the candidates of the relation class based on a result of the totaling by the totaling part 62.
