PROBLEM TO BE SOLVED: To provide a radiographic image-forming system which efficiently reads out radiographic image information, which is recorded to a radiation-converting panel, without trouble. SOLUTION: An X-ray source controlling device 22 prohibits an X-ray source 16 from radiating X rays when a cassette-detecting sensor 44 or panel-detecting sensors 58a-58d detect that a cassette is charged in a reading device 26 or an accumulative fluorescent substance panel is accommodated in the reading device 26.
