<p><P>PROBLEM TO BE SOLVED: To increase the opportunities of distributing valid content under various situations. <P>SOLUTION: A hand-over processing part 311 establishes near-field communication, and a message exchange part 312 exchanges a message including information on a distributable content list or radio communication for mobile communication network through the near-field communication. When a content selection part 313 selects content to be distributed, a distribution method selection part 314 selects a method for distributing the selected content according to the situations of the selected content and the radio communication for mobile communication network. A distribution inhibition part 315 and first to fourth distribution processing parts 316-319 perform processing related to the distribution of content by different methods according to the selection of the distribution method selection part 314.
