PROBLEM TO BE SOLVED: To provide a base seat for a rack, which can stably mount the rack and is easily adaptable for a rearrangement of the rack, and to provide a double floor structure using the base seat for the rack. SOLUTION: The base seat 1 for the rack has a substrate 2 on which the rack is mounted, a plurality of ribs 3 installed around the peripheral edge of the substrate 2, and a corner plate 4 provided over a pair of the ribs 3, 3 forming a corner, and is installed on a plurality of supports. An opening 11 and a plurality of through-holes 12 for fixing the rack are formed in the substrate 2, and a communication hole 21 facing the support is formed in the corner plate 4.
