PROBLEM TO BE SOLVED: To provide a concrete application technology/service utilizing basic technology of an ITS (Intelligent Transport System) such as an AHS (Advanced cruise-assist Highway System), and to provide a road surface situation information provision system or the like assuming the technology. SOLUTION: This road surface situation information provision system 100 includes: in-vehicle systems 1 mounted in vehicles VE1-VEn; and an information processing system 2 at a center side communicable with the in-vehicle systems 1 through a communication circuit. The in-vehicle system 1 comprises: a TRC operation detection unit 12 detecting a slip state to a travel road surface when the vehicle VE1 travels; and a communication device 19 transmitting vehicle information including information from other units 13-17, 18 in addition to information related to the slip state detected therein to the information processing system 2. The information processing system 2 includes: a road traffic information management system managing data related to a road surface situation in a state of allowing information provision based on the information related to the slip state from the vehicle; and a road surface information creation system 22.
