PROBLEM TO BE SOLVED: To provide a cosmetic that forms a liquid crystal structure similar to an intercorneocyte lipid and stably maintains the liquid crystal structure and a uniform liposome structure while it is applied to the skin to exhibit high skin care effects. SOLUTION: The emulsified composition contains at least 70 mass% of water and comprises (A) 1.5-6 mass% of lecithin, (B) 3-27 mass% of a polyhydric alcohol, (C) 0.1-1 mass% of cholesterol and (D) 1-20 pts.mass, based on 1 pt.mass of (C), of polyoxyethylene sterol.
