PROBLEM TO BE SOLVED: To provide a mechanism of reducing risk of personal information effluence without using a communication line, by printing a meter reading form (a form) with an appropriate timing.

SOLUTION: The CPU 201 of a handy terminal 101 receives meter reading input according to the user's operation, and receives the choice of immediate printing of the meter reading form (the form) or later printing. When receiving the choice of the later output, output location information is registered, and output of un-output forms is collectively performed when outputting at the relevance location.
