PROBLEM TO BE SOLVED: To adaptively interleave data signals according to a state of a communication channel.

SOLUTION: A base station which performs radio communication with a terminal on a communication channel to be formed by integrating a plurality of component carriers includes: a quality acquisition part which acquires channel quality of the communication channel for each component carrier; and an interleave part which interleaves a data signal to be transmitted on the communication channel according to at least one of the channel quality acquired by the quality acquisition part and availability of a communication resource for each component carrier.
