摘要 <P>PROBLEM TO BE SOLVED: To prevent a malfunction by detecting an extremely low voltage of 0.3 V or lower so as to avoid a damage to a secondary battery such as a lithium battery, in a recyclable energy power generation device such as a solar cell. <P>SOLUTION: A circuit U75 is constituted, for detecting accurately with a prescribed temperature coefficient, an extremely low voltage with which a solar cell is used by a single cell or parallel cells, to thereby detect the extremely low voltage.
