PROBLEM TO BE SOLVED: To provide a method for manufacturing a packaging material laminate, laminating a sealant layer without using an adhesive and an anchor coating agent while reducing the warp and curl of the laminate, and to provide the packaging material laminate and a package produced using the packaging material laminate. SOLUTION: Second base materials 1, 1 which are thermoplastic resin films of the different kind from a first base material 3 and having heat sealing property are disposed on both sides of the first base material 3 made of a thermoplastic resin film. A heat-adhesive modified layer is formed on one of the lamination surface of the first base material 3 and the lamination surface of the second base material 1 by surface modification using an atmospheric pressure plasma treating apparatus, and a surface modified layer is formed on the other lamination surface by air corona treatment. The formed surface of the heat-adhesive modified layer and the formed surface of the surface modified layer of the first base material 3 and second base material 1 are placed to face each other and laminated by heat-bonding under pressure without applying the adhesive and anchor coating agent.
