Emulsification of the residual oil-free oil, A heavy oil, water, and C heavy oil is preferably performed using a high-pressure agitator which has a pressurization means for pressurizing a liquid and a flow path for circulating the liquid pressurized by the pressurization means, and which agitates the liquid by circulation through the flow path.
