<P>PROBLEM TO BE SOLVED: To provide a radio communication system for continuing null control while maintaining respective transmission power of a plurality of base stations even when each signal transmitted from the plurality of base stations for forming null to an FSS receiving station has a power difference in the FSS receiving station, and to provide a radio communication method. <P>SOLUTION: When a sensor station 200 determines that even one base station giving interference to the FSS receiving station exists among a plurality of base stations 1 to 3 for performing interference suppression to the FSS receiving station and that the base station gives interference smaller than those of the other base stations in ST 404, the sensor station transmits relay information to the base station in ST 406. A waiting terminal which exists within the cell of the base station receiving the relay information and is near the FSS receiving station in distance is defined as a relay station in ST 407.
