<p><P>PROBLEM TO BE SOLVED: To suppress the occurrence of scumming even when the operation and finish of image formation are repeated. <P>SOLUTION: The image forming apparatus 1 includes: a photosensitive drum 11; a charging roller 12; a developing roller 17; a toner supply roller 20; a regulating blade 21 for regulating an amount of toner; a charging voltage power source 28 for applying a charging bias to the charging roller 12; a developing voltage power source 29 for applying a developing bias to a developing roller 17; a regulating voltage power source 31 for applying a regulating bias to a regulating blade 21; a supply voltage power source 30 for applying a supply bias to the toner supply roller 20; and a control section 36.
