<p><P>PROBLEM TO BE SOLVED: To simulate each resource to be used for business as well as each recovery process along with temporal progression of the business. <P>SOLUTION: State transition data 14 indicates a process of state transition from occurrence of failure to recovery of each resource used for business, and defines a transition condition of the state transition of a resting-on definition resource in which resting-on resource is defined by relating it to the state of the resting-on resource. Using this state transition data, a state information simulation calculating part 10 calculates a state transition that accompanies temporal passage from occurrence of failure to recovery of each resource by determining the presence of state transition, based on the state of the relaying-on resource about the relaying-on definition resource.
