PROBLEM TO BE SOLVED: To obtain a hydrogen separation type reformer in which both of a Pd-alloy hydrogen separation membrane and a group 5A metal-alloy hydrogen separation membrane are used simultaneously to obtain the hydrogen recovery rate higher than those of the conventional reformers. SOLUTION: The hydrogen separation type reformer is formed by arranging the hydrogen separation membrane on the outer peripheral surface of a boxy or cylindrical porous support or another support comprising a perforated plate, each of which plays a role in supporting the hydrogen separation membrane, and arranging a reforming catalyst layer on the outer periphery of the arranged hydrogen separation membrane. A hydrogen separation system is formed by arranging a plurality of the hydrogen separation type reformers in series. A two-stage hydrogen separation type reformer is characterized in that the Pd-alloy hydrogen separation membrane is used on the upstream side of the gas to be treated and the group 5A metal-alloy hydrogen separation membrane is used on the downstream side of the gas to be treated.
