PROBLEM TO BE SOLVED: To manage CPU resources while quickly executing an emergency job and reducing delay in executing another job of a class into which the emergency job is submitted. SOLUTION: A CPU allocation means 101 distributes CPU resources to each of work load classes 110 to 112 so as to satisfy a CPU resource utilization rate set in each work load class, and distributes CPU resources to jobs 120 to 123 belonging to the same work load classes 110, 111, 112 in accordance with job priority set in each job. A class selection means 152 gives job priority higher than that of other jobs to an emergency job 123 which should be urgently executed, and reviews the work load classes 110 to 112 at every predetermined time interval.
