PROBLEM TO BE SOLVED: To provide a hand drying and disinfecting device with which ultraviolet rays of an ultraviolet sterilization lamp cannot easily enter the eyes of shorter people or the like and the droplets blown away from the hands cannot easily scatter around. SOLUTION: There are provided a device body 10 which incorporates an air blower 20 and has an air outlet 31 in the bottom face, a hand insertion part forming member 50 which projects downwards from the bottom face of the device body 10 and turns to the front face at the bottom to form a hand insertion part 51, and an ultraviolet sterilization lamp 40 which is installed in the back side behind the air outlet 31 near the bottom face of the device body 10. A transparent or translucent light shielding wind direction plate 60 which interrupts the ultraviolet rays irradiated from the ultraviolet sterilization lamp 40 and guides the air blown out from the air outlet 31 into a desired direction is installed in the range covering the bottom of the front face of the device body 10 through a part of the front face of the hand insertion part 51. The light shielding wind direction plate 60 leads the air blown out from the air outlet 31 to the back side of the hand insertion part 51 by curving down to the back side.
