PROBLEM TO BE SOLVED: To provide a winch monitoring device and a working machine capable of preventing the occurrence of movement of a load unexpected by an operator. SOLUTION: This working machine includes a negative brake device 21 which releases brake by a brake releasing mechanism when an operation lever 15 is at an operation position, and can inform the operator of an abnormal condition in brake releasing operation, if brake release pressure does not exceed release pressure Pr within a predetermined period of time irrespective of operation of the operation lever 15.
