PROBLEM TO BE SOLVED: To provide a vehicular air-conditioning unit and a vehicular air-conditioning system capable of air-conditioning the inside of a cabin while saving energy, which is superior in a mounting characteristic to a vehicle. SOLUTION: This vehicular air-conditioning system includes the vehicular air-conditioning unit 1, a vehicle system 3 and a radiator 5. The vehicular air-conditioning unit 1 includes a water-air heat exchanger 7, a heat storage tank 9, a water heat exchanger 11 and a Peltier element 13. The heat storage tank 9 has a heat storage material. The water heat exchanger 11, the vehicle system 3 and the radiator 5 are connected via pipes 21 and 22 and pipes 25-28. This vehicular air-conditioning system performs heating or cooling as initial air-conditioning by a positive or negative calorific value stored in the heat storage material. Meanwhile, the heating as steady air-conditioning is performed by heating surrounding air by radiating exhaust heat of the vehicle system 3 to water of the water-air heat exchanger 7.
