PROBLEM TO BE SOLVED: To provide a modifier that can modify a medium dissolved in a solution with little energy. SOLUTION: The modifier comprises a bubble formation part 10 where a solution is electrolyzed with photovoltaic power to form bubbles in the solution and a plasma formation part 20 where a plasma is formed in the bubbles and modifies a medium by the constituent particles in the bubbles after the plasma formation.
