PROBLEM TO BE SOLVED: To cut out test pieces of a film or the like in parallel at a predetermined interval with excellent reproducibility for cutting them out. SOLUTION: The precision parallel rotary cutter has a structure wherein at least two rotary cutter blades are arranged in parallel with respect to a center axis. By arranging the two blades in parallel, paper or a film or the like is easily cut at a fixed interval. Also, since the cutter blades arranged in parallel are movable and lockable at a predetermined position, the interval of the cutter blades is freely changed, and the test pieces are cut by the width of the fixed interval at all times correspondingly to a purpose.
