<p><P>PROBLEM TO BE SOLVED: To provide a means for securing a degree of freedom in layout in a developing system capable of obtaining an image of high image quality which is drastically excellent in dot reproducibility as compared with a conventional developing system, and for supplying the clouded toner onto a latent image carrier by hopping, regarding an image forming apparatus, such as a copier, a facsimile or a printer. <P>SOLUTION: A toner carrier including a plurality of electrodes is constituted of a toner carrying belt which is stretched between a plurality of belt support rollers including a belt support roller located on a developing area side facing the latent image carrier, and rotationally driven.
