PROBLEM TO BE SOLVED: To provide a vibration-proof actuator which is made small in projection area in an optical axis direction and thickness in the optical axis direction. SOLUTION: The vibration-proof actuator includes a fixed part (12), a movable part (14) in which an image blur preventing lens (16) is mounted, and a driving means which generates driving force in a first direction and in a second direction. The driving means includes a driving magnet (22), and a first driving coil (20a) and a second driving coil (20b) arranged on nearly the same plane to be opposed to the driving magnet. A first magnetization boundary line (C1) and a second magnetization boundary line (C2) arranged to continue with the first magnetization boundary line are provided on the driving magnet. The first driving coil is arranged to be opposed to the first magnetization boundary line, and generates driving force in the first direction when current flows therein. The second driving coil is arranged to be opposed to the second magnetization boundary line, and generates driving force in the second direction when current flows therein.
