<P>PROBLEM TO BE SOLVED: To provide a synchronizing signal generator that generates highly accurate synchronizing signals even when a time signal cannot be received from a GPS communication satellite, and to provide a base station device. <P>SOLUTION: The synchronizing signal generator 1 includes a filtering part 101, a first timing extraction part 102, a second timing extraction part 103, a phase comparison part 104, and a synchronizing signal generation part 105. The phase comparison part 104 includes a count signal generation part 201, a delay amount detection part 202, an environmental condition extraction part 203, a storage part 204, and an output part 205.
