PROBLEM TO BE SOLVED: To provide an optical fixing device configured to fix toner on a recording medium with high fixation strength, and to provide an image forming apparatus. SOLUTION: The optical fixing device 100 includes: a charging part 70; an electric field generation part 80; and a light radiation part 40. A stationary electric field is generated by the electric field generation part 80, and also, the toner T on the recording medium P is melted by the light radiation part 40 in a space in which the stationary electric field is generated.
