PROBLEM TO BE SOLVED: To provide a film forming composition forming a uniform water-soluble film on a workpiece having an oily film. SOLUTION: The film forming composition contains metal dioctylsulfosuccinate and polyalkylene glycol monoalkyl ether, and uniformly forms the water-soluble film on the oily film of a metal material having the oily film on the surface thereof.
