PROBLEM TO BE SOLVED: To provide a color filter substrate wherein the life of an organic EL element such as an OLED and an LEP used for an organic EL display device can be extended by suppressing temperature increase of a light shielding part of the color filter substrate and suppressing temperature increase of the color filter substrate and to provide the organic EL display device mounted with the same. SOLUTION: In the color filter substrate having the light shielding part having an aperture part on a base material and a plurality of colored layers in the aperture part, the light shielding part includes a pigment having near infrared ray reflecting characteristics and reflectance of a near infrared ray having 1,000 nm wavelength is 20% or more.
