Provided are a charging and discharging system and a charging and discharging control device capable of extending the life of a battery device while suppressing the effect on the utility grids, which is attributable to the variations of generated electric power by a power generation device which generates electric power by using a natural energy. The charging and discharging system comprises: a battery device capable of storing electric power generated by a power generation device which generates electric power by using a natural energy; a power output unit for outputting electric power generated by the power generation device and electric power discharged from the battery device; and a charging and discharging control unit for controlling the charging and discharging of the battery device. The charging and discharging control unit is configured so as to stop the control for charging and discharging the battery device when controlling the charging and discharging of the battery device, if a state in which it is determined that the variations of the generated electric power by the power generation device are less than a predetermined criterion continues for a predetermined first period of time or longer.
