States of the load indicators reflect values of noise relative threshold values. Load indicators can also be transmitted by the non-servicing sector to a base station (260) servicing the terminal through transit communication (250), and said base station can schedule corrected transmission power for the terminal. ^ EFFECT: reduced inter-cell noise and controlling inter-cell power while using fractional frequencies to improve communication. ^ 60 cl, 18 dwg |
