<P>PROBLEM TO BE SOLVED: To provide a headlamp for vehicle with small size and high heat radiation effect, and a headlamp device for vehicle using the same. <P>SOLUTION: The headlamp has a reflector 11 of dome shape of which inner face is a reflecting surface 12, a transparent cover 14 to close the front part of the reflector 11, and a substrate 16 which is installed at the rear center of the reflector 11 and holds a semiconductor light-emitting element 15.
