PURPOSE: A heating insulating protective material for a pipe and a protector manufacturing method using the same are provided to improve a heat insulation property by inserting the pipe into the insertion hole with closer and preventing the generation of the air layer in the insertion hole. CONSTITUTION: A heating insulating protective material comprises a heat insulator(10), and an outer cover. The insulating material comprises first and second heat insulating parts(11,12). The one part of insertion holes(10b,10c) in which the pipe(p) is inserted is formed in the first insulating material part. The rest part of the insertion hole is formed in the second insulating material part. The second insulating material part is connected to the lateral part of the first insulating material part. The insertion hole is located inside in the insulating material if the second insulating material part is rotated about the first insulating material and is assembled. The outer cover is coupled to the outer circumference of the insulating material and protects the insulating material.
