<P>PROBLEM TO BE SOLVED: To enable transactions to be carried out by combining a magnetic card and a cash card of IC card, and to protect a large amount of deposits from being withdrawn in unauthorized manner by a third party from the account. <P>SOLUTION: An account management device 3 holds management account specific information which consists of an account number and a branch number corresponding to an IC card or a magnetic card; and account information, including the payment cumulative amount of a fixed period, notified amount, and information on the notified destination address. If withdrawal from deposits is performed, an ATM 2b compatible with the magnetic card transmits transaction information, including management account specific information including branch number corresponding to the magnetic card read from the magnetic type memory means 12 of the cash card 1 and information on the payment amount. The account management device 3 specifies the account information, based on the dealing information received and updates the payment cumulative amount information.
