<P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to determine a fault appropriately in a resistor 22 for discharging a capacitor 20. <P>SOLUTION: The resistor 22 for discharging the capacitor 20 is constituted as a series connection of resistors 22a and 22b. Input voltage of an inverter 12 divided by the resistors 22a and 22b is inputted to a voltage detection circuit 52, and a microcomputer 54 determines a fault in the resistor 22 based on a voltage division value V0 subjected to level conversion by a voltage detection circuit 52.
