PURPOSE: A mooring buoy for preventing the flooding of an upper surface and the rotation of a buoy case is provided to prevent a beacon formed on the buoy from being flooded or damaged due to waves. CONSTITUTION: A mooring buoy for preventing the flooding of an upper surface and the rotation of a buoy case comprises a buoy case(10), a shackle(20), and beacons(30). The buoy case has a uniform size for accepting the buoy. The shackle binds a mooring rope of a ship to the top of the buoy case. The beacons inform a person of the position of the mooring buoy. A through hole(11) is inclinedly formed in the bottom end of the shackle. A chain connected to a weight penetrates through the buoy case.
