PURPOSE: A steam type fuel emulsifying device without using an emulsifier is provided to immediately emulsify a fuel in the case of operating a burner without emulsifier from site. CONSTITUTION: A steam type fuel emulsifying device comprises a plate type heat exchanger(4), a fuel emulsifying container, first and second emulsifiers(1,2). The plate type heat exchanger is installed between the lower portion(10) of fuel emulsifying tank and the interfacial tension reducing device(14). The plate type heat exchanger cools the emulsion and heat the normal temperature fuel with 60~70°C. The exercise of the fuel molecular is activated and the vaporized water molecules easily penetrate into the fuel molecular. The fuel emulsifying container is composed of an upper portion(11) and a lower space around a cylindrical connection pipe(16). The fuel comes to fill in the upper portion according to the difference of specific gravity of emulsion and fuel and the emulsion comes to fill in the lower portion. The first emulsifier instantaneously penetrates the generated steam in the steam generating device to the emulsified fuel at the hypersonic. The second emulsifier instantaneously penetrates the steam to the emulsified emulsion at the hypersonic and emulsifies the fuel.
