PURPOSE: An apparatus for generating a safe OTP(One Time Password) and a method using the same are provided to prevent hacking by generating an OTP through an OTP application installed in an OTP terminal. CONSTITUTION: An input unit(112) offers a user interface which is inputted PIN(Personal Identification Number) from a user. An OTP output unit(118) outputs an OTP which a user uses in an electronic banking. The publication part of an OTP generation key for authentcation(114) uses the PIN inputted through the input unit as a publication factor and issues an OTP generation key for authentication. An OTP generating unit(116) for authentication assigns an OTP generation key for authentication and a time factor to an OTP generation algorithm and generates the OTP for authentication. An OTP generating unit for authentication transfers an OTP for authentication to a smart card(120).
