The device has an elastically deformable ring (3) interposed between coaxial rigid washers (1, 2). An integration unit includes a set of units i.e. stud (14), formed on one of the washers and cooperates with another set of units i.e. a complementary cavity (17), formed on the other washer when two washers are locked on one another and compress the ring. The former set of units is gripped with the second set of units when the washers are applied to the ring without compressing the ring and prohibiting any rotation and radial displacement of the former washer with respect to the latter washer. The ring consists of vulcanized polychloroprene based elastomer mixture.
