<p><P>PROBLEM TO BE SOLVED: To determine a base side line during transmission from a center side based on a line status on the base side and perform the efficient use of the line meeting a line throughput and a service type. <P>SOLUTION: A center router 100 is provided on the center side on a two-staged network one side of which is provided with a center side line between carrier centers and the other side of which is provided with the base side line between the carrier bases.
