A bearer establishing method, device and system are disclosed, wherein the bearer establishing method includes the following steps: during the process that a terminal device handovers between a 3rd Generation Partnership Project (3GPP) system and a non-3GPP system, a bearer management network element learns that a General Packet Radio System (GPRS) Tunneling Protocol (GTP) is applied in the source side system, and learns hat the GTP is also applied in the objective side system, then the bearer management network element acquires the bearer identity of the source side bearer of the terminal device, the bearer management network element takes the bearer identity of the source side bearer as the bearer identity of the objective side bearer of the terminal device, or, the bearer management network element acquires the bearer identity and indication information in the session establishment response message transmitted by Packet Data Gateway (PGW), wherein the bearer is indicated by the bearer identity of the source side bearer; the bearer management network element takes the bearer identity of the source side bearer as the bearer identity of the objective side bearer of the terminal device according to the indication information.
