<P>PROBLEM TO BE SOLVED: To provide a system hierarchized so that entitlement data is denied of rights, immediately, to receive program material. <P>SOLUTION: A processing apparatus for packetizing transport stream includes a packet transport processor that selects a signal packet, having payload including payload of a conditional access payload header and remaining right-granted data. Each payload header includes a group of bytes to be coded, such that it allows or disables a receiver to process right-granted data. A filter programmed in advance by a conditional access code word specific to a subscriber checks a grouping of each byte of a conditional access header, in order to make it coincide with the conditional access code word specific to the subscriber. When they coincide, the processor processes the right-granted data.
