<P>PROBLEM TO BE SOLVED: To provide a ball-point pen refill which does not show a discoloring of an early handwriting obtained by writing operation after removing a resin coating film formed at the apex of a ball-point pen chip and can form a handwriting which shows successful thermal discoloring function, as well as a retractable ball-point pen using the ball-point pen refill. <P>SOLUTION: This ball-point pen refill 1 includes: microcapsule pigment which encapsulates a composition which is reversibly susceptible to thermal discoloration in a color developing state and can selectively retain either a colored state or a colorless state, inside an ink storage tube 5 to which the a ball-point pen chip 2 is fitted; a resin coating film 3, for antidrying of a pen tip, which is composed of an ultraviolet-curable resin composition, seals the apex of the ball-point pen chip apex of the ball-point pen refill which accommodates an ink composition 6 made of a vehicle containing a shear-rate thinning property donating agent.
