PROBLEM TO BE SOLVED: To prevent degradation of heat exchange performance that is caused by dew condensation generated by a heat exchange with the outside air of low temperature, in a heat exchange element that is used for a heat exchange ventilation unit. SOLUTION: The heat exchange element includes: a partition plate 1 having heat conductivity and including a permeable dielectric layer 3; and a positive electrode 4 that is electrically connected to a surface of the permeable dielectric layer 3 and a negative electrode 5 that is electrically connected to the surface of the permeable dielectric layer 3. In the heat exchange element, dew condensation occurring on the surface of the partition plate 1 is actively transferred and removed from a dew condensation part by exerting the electroosmotic flow phenomenon that is generated by applying a direct-current voltage to the permeable dielectric layer 3 using the positive electrode 4 and negative electrode 5 in the partition plate 1 so as to prevent the dew condensation from clogging a ventilation passage, thereby obtaining the heat exchange element, in which the efficiency degradation of the heat exchange element due to a ventilation passage clogging is prevented.
