TRAFFIC EVALUATION DEVICE, COMPUTER PROGRAM AND TRAFFIC EVALUATION METHOD

PROBLEM TO BE SOLVED: To provide a traffic evaluation device, a computer program and a traffic evaluation method, capable of improving the reproducibility of a traffic evaluation index such as congestion length. SOLUTION: A traffic simulator 10 includes a simulation engine unit 11 which performs operation based on a calculation expression showing a moving model of vehicles; a traffic volume calculation unit 12 which calculates an occurring traffic volume and an extinguishing traffic volume based on a given OD traffic volume; an estimated congestion length calculation unit 13 which calculates (estimates) an estimated congestion length in each link based on the calculated traffic volumes; a start point/end point generation unit 14 which generates a start point traffic volume and an end point traffic volume for adjusting the estimated congestion length based on a difference between the estimated congestion length and an actually measured congestion length; and a storage unit 18 which stores predetermined information.
