PROBLEM TO BE SOLVED: To reduce man-hour requirements and widen the range of nonexpert work in performance measures in a Web-based three-tier system. SOLUTION: A system for supporting performance measures in a Web-based three-tier system includes means for inputting performance targets, means for inputting performance measurements, means for extracting bottleneck elements according to the input information, means for providing a measure priority order and tuning information for the extracted bottleneck elements, and a database for storing the information. In response to the input of performance targets and performance measurements, bottleneck elements are extracted and a measure priority order and tuning information are provided.
