PROBLEM TO BE SOLVED: To provide a rolling sliding member, manufacturable by using an inexpensive steel material, and capable of securing the service life equal to or more than a conventional rolling sliding member, and a method of manufacturing the same. SOLUTION: Carbonitriding processing, induction hardening processing, tempering processing and polishing processing are applied to a raw section 13 provided from a steel material including carbon of 0.1-0.5 mass%, silicon of 0.1-0.4 mass%, manganese of 0 mass%-0.9 mass% and chrome of 0 mass%-0.2 mass% and having a residual part of iron and an unavoidable impurity. The total of the content of the carbon and nitrogen is set to 1.4 mass% or more, and a particle having a particle size of 0.03 μm-1 μm composed of nitride is made to exist in a depth position of about 200 μm from a surface of a raceway surface 11a, and the area ratio of the particle in the depth position of about 200 μm from the surface of the raceway surface 11a is set to 5-15%.
