PROBLEM TO BE SOLVED: To secure vertical accuracy without decreasing construction efficiency during soil improvement. SOLUTION: This drilling and agitating equipment 10 for constructing a soil cement column in ground 1 includes: a rod 70 which is elongated in a vertical direction; a rotary device 60 which rotates the rod 70; a vibrating device 50 which applies a vibromotive force to the rod 70; a cement milk supply device 90 which supplies cement milk through the inside of the rod 70; a drilling bit 80 which is connected to the lower end of the rod 70; and a pilot rod 85 which is connected to the leading end of the drilling bit 80 and elongated vertically downward.
